Public Safety Referendum Proposal

As part of the City's long-term financial planning, the Common Council is evaluating whether a public safety referendum may be needed to maintain service levels and address future needs in the Police and Fire Departments.

This potential funding option was first discussed during the July 22, 2025, Committee of the Whole meeting and again at the Special Committee of the Whole meeting on July 29, 2025. At the July 29 meeting, the Common Council expressed interest in learning more about the specific needs of both departments and the impact on the budget before making any decisions.

The Fire and Police Departments prepared detailed presentations outlining their operational challenges, staffing concerns, and long-term resource needs. These presentations, along with updated financial data from the Finance Department, were shared at the Special Committee of the Whole meeting scheduled on August 14, 2025.  

This discussion is taking place in response to projections that the City will face a significant budget shortfall in 2027, making it difficult to maintain current service levels without additional funding. The projected shortfall for 2026 exceeded $3.8 million, and similar or greater challenges are anticipated for 2027. With levy limit restrictions in place and limited alternatives for revenue generation, the Common Council is considering a referendum as a potential solution to support public safety staffing and preserve essential services.

No decision has been made regarding the referendum at this time.

Potential Timeline for a Public Safety Referendum

If a referendum is ultimately proposed, it would require formal Council action and would appear on the April 7, 2026, election ballot. If approved by voters, the funding would take effect with the 2027 budget. There are several statutory deadlines the City must meet to place the referendum on the ballot, including adopting an ordinance authorizing the ballot question and submitting it to the State of Wisconsin by early December.
